Ministry of Natural Resources and Environment discussed issues of Lake Baikal

Minister of Natural Resources and Environment Sergei Donskoy held a session of the Interdepartmental Commission for Protection of Lake Baikal on January 22.

The meeting was attended by Vice President of Fund for Protection of Lake Baikal, Deputy of the Buryat Republic National Khural Bair Tsyrenov.

The Head of the Buryat Republic V.V. Nagovitsyn, Presidential Plenipotentiary Envoy of the Russian Federation N.E. Rogozhkin, The Governor of Irkutsk region S.G. Levchenko and The Governor of Trans-Baikal Territory K.K. Ilkovsky have taken part at the proceedings.

Also, there were leaders of the Federal Forestry Agency, the Federal Service for Supervision of Natural Resource Usage, the Federal Water Resources Agency, the Federal Service for Hydrometeorology and Environmental Monitoring, the Federal Agency on Subsoil Usage, the Federal Service for State Registration, Cadastre and Cartography etc. 

Participants have discussed the issues of fire security upgrade in the forests at the Baikal Natural Territory (BNT), responsibility tightening for fire breaking-out and measures for forest restoration at BNT, the matters of Lake Baikal’s ecological state under conditions of extremely high and extremely low water content.

Reasons for the refusal in registration land titles within ecological zone of BNT and questions of delineation water protective area of Lake Baikal were also broached.

At the additional meeting participants discussed the progress of the Federal special-purpose program "Protection of lake Baikal and the socio-economic development of the Baikal natural territory on 2012 – 2020".

The work plan of the  inter-departmental commission was confirmed for this year.

The session came to understanding that water-protection zone of Lake Baikal should be reduced.

After government enactments of 5th March 2015 № 368-R the boundaries of Baikal water protection zone were completely aligned with the boundaries of Central ecological zone of the BNT.

In the water protection zone it was included several settlements of the Republic, whose inhabitants faced with complexities of doing business and living.

In September 2015 the Deputy Chairman of the State Duma Committee on Natural Resources, Environment and Ecology Mikhail Slipenchuk introduced to the State Duma as the legislative initiative of the draft federal law on amendments to article 65 of the water code of the Russian Federation and an article 3 of the Federal law "on protection of Lake Baikal".

The bill № 889726-6 is aimed at removing barriers in socio-economic development of region, providing the requirements of environmental safety of Lake Baikal.
A breakout meeting will be held on the issue of the Federal Service for State Registration, Cadastre and Cartography and refusals of ownership registration within the Central ecological zone of BNT.

The meeting on the research programme of lake with participation of the Russian Academy of Sciences will take place .
