On May 21, 2012 the Round table of the Committee on natural resources of the Russian Federation, environmental management and ecology of the State Duma took place on a subject the improvement of legal regulation of traditional environmental management of the indigenous small people of the North, Siberia, Far East and Baikal natural territory. The deputy of the Committee on natural resources, environmental management and ecology, the Chairman of the Guardianship Board of the Fund for Protection of Lake Baikal M. Slipenchuk acted as the initiator of consideration of the questions concerning problems of traditional environmental management and conducting of economic activity in the Baikal natural territory.
In his speech M. Slipenchuk paid attention to key subjects, the most critical for preservation of the Baikal natural territory: “With introduction of the law on nature protection territories inhabitants of the bank of Baikal have no right to fish. At the population living in areas of national parks, the possibility to be engaged in traditional economic activity should remain. It is necessary to adjust reproduction of fish resources. In Soviet period the large funds were allocated for it, there were state fish factories. Now some companies and funds allocate means for cultivation of fish, but I consider that there should be the state line. In 2009 with introduction of the rules of fishing the ban on a catch of spawning fish was lifted during two months. It means that on the one hand we protect and on the other hand we destroy”.
“Infrastructure is the most important aspect, - M. Slipenchuk noted. - In law currently in force about Lake Baikal the Central ecological zone is created. It is impossible to construct the roads and the transmission facilities there, any industrial facilities, and, of course, to create places for waste processing which become ever more with growth of “wild” tourism. There is the target federal program accepted quite recently, for which till 2020 it is allocated about 59 billion rubles.
But the highlights of the construction sites of solid waste postponed for the 2015-2018 years. I think that it is necessary to change the dates of the selection of these zones, so that the leaders of the settlements were not potential violators of the law.
“Borders of the villages on the riverside of Baikal also can’t increase in the sizes because of the stiff legislation of nature protection, - M. Slipenchuk continued the speech. - It is impossible to touch wood fund, so, the families, who live and grow on the riverside of Baikal, are compelled to leave or to break the law. It is necessary to give the chance to people to expand borders of settlements”.
The Minister of natural resources of the Republic of Buryatia B. Angaev noted that it is necessary to return institute of the state ecological examination. Also the director of the Baikal Institute of Nature Management of the Siberian Branch of the Russian Academy of Sciences, Corresponding Member of the Russian Academy of Sciences, the member of Scientific Board of the Fund for Protection of Lake Baikal A. Tulokhonov made a sharp and emotional report. He spoke about the need to strengthen a role of institutes of local government, about dangerous missing of the regulating documents, controlling the growth and functioning of formed private Baikal marine, and also about the need of introduction of ecological education.
According to the results of meeting the resolution was adopted; it will be sent to the Government of the Russian Federation, chambers of Federal Meeting of the Russian Federation, executive authorities of subjects of the Russian Federation and local government. As the Chairman of Committee on natural resources, environmental management and ecology in the State Duma of the Russian Federation V.Kashin noted, that all initiatives, sounded on the Round table, are heard, and the members of the Committee has been entrusted to finish the resolution according to the recommendations of all participants of meeting. It was also suggested to make usual practice to carry out the exit meetings of the main Committees of the State Duma to Baikal.
